Anyone know why, a large company, the BBC, does not add subtitles on all of their DVD releases?

From memory...
The BBC claim that they have subtitled all their DVD releases - the ones with catalogue numbers beginning with BBCDVD. This is not 100% true - they missed a few, although on the whole they've done a good job.
The biggest problem is, that a lot of the BBC's material is not actually released on DVD by themselves and is sold onto 3rd party distributors who don't have a subtitling policy. I can't think of any examples off hand, but this is the situation as I understand it. This is why some BBC series (usually older ones) currently available on DVD are not subtitled.
